Paper Abstract:
Discusses developing economy; So. African nuclear industry; astronmical research, satellite technology, biotechnology firms & other technological issues.

Paper Introduction:
Technological development is an important component of a developing economy. In the case of South Africa, the economy is changing as the social and political order is changing now that apartheid has been eliminated and a new regime set in place. South Africa has undertaken a number of projects for technological development in order to benefit the economy, and it has extended earlier efforts with new market analyses and the creation of new products. Before the change in regime, the government of South Africa admitted that in some areas, it was more technologically advanced than the world had known. Monitors had detected what is called a "double flash" in South Africa in 1979, and this refers to the successive explosions of light produced by the detonation of an atom bomb. The flash was noted by a U.S.

It recentlyacquired a truck tire recycling operation at Lommel in Belgium as part ofthe newly formed Vredestein Rubber Resources group, which includes rubbercompounds at Renkum, tire recycling and chemicals in South Africa, andtruck tread and butyl reclaims at Maastricht ("Vredeestein, Jakob RubberRecycling Form Joint Venture" 8). There are many other industries centering on technological issues inSouth Africa ranging from the mundane to the cutting edge in computer andcommunications technology. DeKlerk also stated that his government would give the International AtomicEnergy Agency a full accounting of the program's history and the currentlocation of all weapons-grade uranium in the country and the IAEA had beenmonitoring South Africa's uranium processing and nuclear-energy plantssince mid-1991, when the De Klerk government signed the Nuclear Non-Proliferation Treaty (Serrill 26). Vredestein Rubber Resources, for instance, offers a range of products to the rubber processing industry. In the case of South Africa, the economy is changing as thesocial and political order is changing now that apartheid has beeneliminated and a new regime set in place. Mtshali, announced the beginning ofconstruction on the Southern African Large Telescope (SALT), to be sitednear Sutherland in the Northern Cape, South Africa. The flash was noted by a U.S.surveillance satellite and was widely cited as proof of an ominousdevelopment: the South African regime had built the ultimate weapon tointimidate its own black population and to keep outside enemies at bay. Technological development is an important component of a developingeconomy. Gilat's thin-route solution, trade-named DialAway, was recently deployed for Telecom South Africa, and three thousandterminals were installed, each capable of handling one to three lines. This will change with thecreation of SALT, which is expected to have a productive lifetime of atleast 3 years. Before the change in regime, the government of South Africa admittedthat in some areas, it was more technologically advanced than the world hadknown. commission cast doubt on this theory in 198 , but in 1994, the SouthAfrican government admitted that it had in fact built nuclear bombs, evenif it denied ever having tested them. Monitors had detected what is called a "double flash" in SouthAfrica in 1979, and this refers to the successive explosions of lightproduced by the detonation of an atom bomb. Two uranium enrichment plants were built over the next twodecades. AU.S. South Africa has undertaken anumber of projects for technological development in order to benefit theeconomy, and it has extended earlier efforts with new market analyses andthe creation of new products. The AEC entered a new phase in 199 becauseof political changes in South Africa and economic developments in the world("Atomic Energy Corporation of South Africa"). South Africa has had a nuclear industry for some time. "South Africa." Time International (4 May 1993), 26."Southern African Large Telescope (SALT) Launched." Africa News Service (1 June 1998)."Vredestein, Jakobs Rubber Recycling Form Joint Venture." Rubber World (1 May 1998), 8-9. Atypical installation might dedicate one line to a public pay phone, anotherto the village constable, and the third to the local doctor. The way to do this is to pick winners. Currently, the AEC is a commercialized, international organization. The implementation of the AEC's 2 Plus Plan means the production ofover 2 products and services being marketed in South Africa and 22 othercountries. The new political stability should contribute to an environment inwhich such development is possible, and the government and privatecompanies alike have been making agreements and alliances with otherentities to accomplish this task. de Klerk thendisclosed that South Africa had produced six Hiroshima-size atomic weapons, but he also said that the nuclear arsenal had been destroyed along with thebomb- making facilities soon after he took office in 1989. In 1998, the South African Minister of Arts, Culture, ScienceAnd Technology, Lionel Phm. Such a systemis a way of bringing telephony to far-flung villages and people whopreviously had no telephone service at all. South Africa had been involvedin astronomical research before, but because of substantial developments inthe firm, its capacity was now lagging behind. A recent reporton the health prospects for the Ion Exchange Unit from Bio/Chemtek notesthat the biotechnology program in the country has at its disposal one ofthe most modern biotechnology research facilities in the world, consistingof a number of highly skilled and experienced biotechnologists andbiotechnological engineers working in the field of commercialbiotechnology. Once it was decided thatnuclear research and development should be undertaken, the AEC moved toPelindaba, and by 1965, the nuclear research reactor SAFARI-1 was inoperation. The South African Government will fund 5 percent of theconstruction costs over five years, and the remaining funds are beingraised from international partners in exchange for observing time. SALT is to be a 9-mclass telescope for optical and infrared astronomy and will be a southernhemisphere equivalent of the Hobby-Eberly Telescope (HET) at McDonaldObservatory, Texas, using the same radical design, which means that theinstrument at Sutherland will cost a mere 2 percent of the price of aconventional telescope of the same power. Astronomy offers us the potential to use our access to the Southern skies, coupled with our relative technological sophistication, to move to the cutting edge of a field which has excited the human imagination since time immemorial ("Southern African Large Telescope (SALT) Launched"). There are biotechnology firms in South Africa looking toward geneticengineering and other biological processes for the future. One area of study in which South Africa has concentrated efforts isastronomy. For some customers, includingthose in South Africa, the network was installed to meet the carrier'ssubsidized universal service obligation. South Africa is poised for further development even as the countryworks to expand modern technology to the villages and outlying areas of thenation. The first of these plants provided weapons grade material, andthe second produced low-enriched uranium for the manufacturing of fuel foruse by nuclear power stations. Mtshalisays of the project, In a developing country like South Africa, basic needs are still in the process of being addressed. It is therefore important to choose projects in fundamental science in a responsible manner. Satellite technology has been deployed in South Africa, most recentlyby Gilat Satellite Networks Ltd., which is headquartered in Israel and hasoffices in Virginia. A spokesperson for the companysays that this technology is "truly rural telephony for small villages,"but in some cases, the service can be self supporting because the coststructure is such that under the right set of circumstances, it works outto about 12 to 15 cents per retail minute (Blum). President F.W. ThoughPresident De Klerk claimed that South Africa had received no outside helpin developing these weapons, many doubted that this could be true. February 22, 2 .Blum, Stephen. Bio/Chemtek is working to develop internationallycompetitive biotechnologies and processes for the manufacture of specialtyand fine chemicals and to provide support for the improvement of existingbiotechnological manufacturing processes ("Bio/Chemtek:ProcessBiotechnology"). The AEC is firmly committed to building the economy through thedevelopment of human resources and job creation, and this means nurturingeducation and skills training programs which are run from the AEC and fromselected community centers ("Atomic Energy Corporation of South Africa"). The AtomicEnergy Corporation of South Africa was established in Pretoria in 1948 toassess the uranium reserves in Southern Africa. "Satellites and the Wireless Local Loop." Satellite Communications (1 Oct 1999).Serrill, Michael S.
