This paper discusses transportation policy in the city of Los Angeles, California. A variety of aspects of transportation
specific to Los Angeles will be mentioned. There will be some discussion of the evolution of the transportation system in Los Angeles. Though a variety of transportation systems will be dis-cussed, the emphasis will be upon rapid transit systems for the city of Los Angeles. Thus, an emphasis will be placed upon dis-cussion of the planned Metrorail system for Los Angeles. The evolution of Metrorail systems and their economic status, ease of use, etc. will be a primary discussion topic for this paper.

In this regard, Lisack has noted that national statistics indicate that about 13 percent of the United States adult population may be illiterate and 40 percent marginally illiterate.
The scope of the problem is provided in a study conducted by Vasu and Frazier who reported that in an employer evaluation (N=1,150 employers) of the educational skills of thousands of diverse employees, only 53.9 percent of high school graduates have were found to have adequate reading skills. In the 1920s, Marcus Moziah Garvey was preaching black pride, racial separation, and the resurrection of a great black empire in Africa (Toppin 302). His doctrines attracted at least a million followers, mainly Northern ghetto blacks, making him the first black leader in America with a mass following.
To understand Garvey's philosophy, it is important to know his personal history. Garvey was born in the town of St. Ann's Bay in Jamaica, British West Indies. Garvey's parents had little formal schooling, but his father was a skilled mason and avid reader. Garvey attended school, but his schooling ended when he was 14 because of the family's financial setbacks. He was then apprenticed to a printer who was his godfather, and he continued his education by reading books from his godfather's library.

The purpose of this paper is to examine ways in which the Effective Schools Movement has impacted special education. In this regard, it can be noted that the primary ways in which this movement has impacted special education are in the areas of philosophy, curriculum and practices, and principal/teacher training. This research examines the role of Australia in the international political economy focusing on Australia’s objectives in relation to the Asia Pacific Economic Cooperation (APEC) Initiative. Australia’s role in APEC began in 1989 when the country began the push for the Initiative. APEC, although initially established for consultative purposes, has evolved into an 18-country body with an institutional framework and an agenda to promote trade and facilitate investment.
