The purpose of this research is to examine the issues concerning government security. The plan of the research will be to set forth the context in which the subject of governmentrelated security measures of various kinds has achieved importance, and then to discuss the variety of views, some of them controversial, surrounding such subsidiary topics as document control and destruction, security predicated of the government's view of one's so-called need to know, legal and ethical issues in regard to mailing and reproduction of documents, and such issues of access control as personnel identification, whether by badges or other means.

The Public Figure Doctrine and Professionals
This paper will examine the development of the public figure doctrine in defamation cases and discuss the application of this doctrine to professionals, particularly attorneys and teachers. The first part of the paper will focus upon the historical development of the public figure doctrine, looking at the evolution of the doctrine in the U.S. Supreme Court. The second part of the paper will examine how lower courts have handled the doctrine, particularly in light of the vagueness of the Supreme Court's guidelines. The third part of the paper will discuss how the doctrine has been applied in cases involving professionals. This section will especially address the question of whether a professional is more likely than another person to be considered a public figure.

This research paper discusses the evolution of business partnerships between Russians and Americans as vehicles for doing business in the Russian Federation, including their potential and problems. From a business standpoint, the terms business partnerships, joint ventures and strategic alliances can be used interchangeably but the term joint ventures is the term most commonly used in the Russian context because of its special legal meaning and is therefore used in this paper. Joint ventures have become the most common vehicle for carrying out American business investment in Russia since 1987. Enormous difficulties stand in the way of their becoming successful financially, but a few thousand hardy investors, American and Russian, have persevered in the face of truly awesome obstacles. The principal persons involved -- Guy Burgess (1910-63), Donald Maclean (1915-83), Anthony Blunt (1907-83), and "Kim" Philby (1912-88) -- worked on behalf of the Soviet Union throughout World War II and the early Cold War era.
