INTRODUCTION
The deregulation of the commercial airline industry in the United States was initiated by the Carter Administration in 1978 (Thayer, 1983, pp. 359-363). In the United States, government is only a regulator of commercial airline activity. In most other countries of the world, however, government is also a shareholder (often the only shareholder) in airline companies (Pryke, 1987, p. 24). When deregulation of the airline industry is considered in most other countries, considerations of public ownership and privatization are also often involved (Doganis, 1985, p. 49).

Nuclear Energy in Italy
Following the nuclear accident at Chernobyl, an Italian referendum held in November of 1987 showed widespread opposition to all nuclear development. In response to this poll, Italy's government came out with a new National Energy Plan (PEN) in August 1988. The plan placed a 5year moratorium on the construction of new nuclear plants and called for research into newer, safer designs that would one day allow nuclear power to return. Since PEN went into effect, nuclear energy technologies have progressed considerably. These advances, as well as other factors, may soon cause Italy to reevaluate its nuclear energy policy.

During the second half of the nineteenth century, and specifically between 1859 and 1871, a change came over Europe as several different nation states unified into larger empires more in keeping with the nations we know in this century. During this period, a new German Empire was formed, as well as a unified kingdom of Italy and a Dual Monarchy of Austria-Hungary. This brought about a major change in the balance of political power in Europe and prepared the way for the tensions between the new nation-states during the last years of the nineteenth century and into the first two decades of the twentieth century. The changes are described by historians as part of even more far-reaching changes taking place in technology, transportation, and communication at the same time:

legal aspects of the abduction and trial of Manuel Noriega. In
1990 Noriega, the former Panamanian military strongman, was
kidnapped by the American military and returned to Miami where
he was tried and convicted on criminal charges. The Noriega and
other recent cases raise basic questions of international law
relating to the right of one state to apply extraterritorially
its criminal laws to the citizens of another state. Novel issues
arose because of the circumstances under which Noriega was
captured his status as a foreign head of state. A solid case can
be made that in all these instances, general principles of
international law were violated. The defendants in these cases

The purpose of this paper is to examine German military strategy during the campaigns of World War Two. The focus will be on how strategic considerations led, first, to the overwhelming early victories of the Wehrmacht, as well as to its later destruction. The major campaigns from September 1, 1939 to May 8, 1945 will be discussed. However, a brief introduction to the causes of the war and the genesis of the Third Reich will be necessary for context.

Roger Daniels, in Prisoners Without Trials: Japanese Americans in World War II, makes clear that the internment of Japanese-Americans was not simply a fluke that was justifiable during wartime. To the contrary, that internment was part and parcel of both the long American history of prejudice and discrimination against minorities in general (Native Americans, African Americans, Mexican Americans, etc.) and especially against Asian Americans.
The argument that the interment was justified because Japanese Americans posed a threat to the security of the United States ignores the fact that Italian Americans and German Americans were not rounded up and placed in internment camps.
